  26. The difference could be as simple as relative percent capacity 
  27. utilization of the wholesale Internet bandwidth purchased by the two 
  28. retail bandwidth resellers, or of their respective Local Area Networks.

  30. However, it may also reflect differences in your TCP/IP settings used 
  31. with the two providers. A well-tuned winsock should provide 
  32. uncompressible (e.g. already-compressed) file download speeds of 3.2 
  33. KBytes/sec over a 28.8Kbps connection; higher for compressible files.
