- utilization of the wholesale Internet bandwidth purchased by the two
- retail bandwidth resellers, or of their respective Local Area Networks.

- However, it may also reflect differences in your TCP/IP settings used
- with the two providers. A well-tuned winsock should provide
- uncompressible (e.g. already-compressed) file download speeds of 3.2
- KBytes/sec over a 28.8Kbps connection; higher for compressible files.
